feat: scanner

• Scanner functionality, handles:
  • If camera not permitted, will toast, but still can upload from gallery
  • If camera permitted, can upload from camera
  • If location not permitted, use default location to add transaction

TODO:

• Twibbon
• Set resolution so does't cause bad request
